Student Personal Wireless Device Guidelines (Indiana SEA 78)

In accordance with Indiana state law under Senate Enrolled Act 78 (SEA 78), Kokomo School Corporation enforces a "bell-to-bell" restriction on student-owned personal electronic devices.

While this is a statewide mandate that all public school districts must follow, our primary local objective remains protecting student instructional time, minimizing digital distractions, and encouraging meaningful, face-to-face peer interactions during the school day.

Core Guideline: The "Bell-to-Bell" Rule

From the opening morning bell to the final dismissal bell, all student-owned personal electronic devices must be completely powered off and stored away in student lockers.

This policy is enforced across all school environments throughout the entire school day, including:

  • Classrooms and all instructional periods

  • Passing periods in hallways

  • Study halls

  • Lunch periods in the cafeteria

Devices: Cell phones, personal tablets, personal laptops, AI/smart glasses, smartwatches, gaming devices, and personal headphones/earbuds.

Note: School-issued laptops, tablets, and digital learning devices are permitted solely for approved classroom instructional use.

Compliance

If a student struggles to comply with the device policy, the device will be safely held in secure storage in a designated area until the end of the school day, and parents/guardians will be notified to ensure clear communication.

In alignment with standard district policy, repeated instances will be addressed through progressive disciplinary actions pursuant to the student handbook.
